Sounds like (pun intended) the city or someone is playing classical music very loudly in the fountain area in an attempt to encourage the people that hang out there to move to another location. I would guess whomever though up the idea heard the anedotal evidence of classical music played at malls got teenagers to vacate the malls and move to other locations. However, the ontly time I see anyone down on the square is when there is an event such as a concert taking place. Few of the community spend time socializing on the square.
