Anti Loitering System
Appears the city defines its loud music and flashing lights on the town square as an anti-loitering system. I can attest that the music is loud as I can hear it from a block away. Did not notice any lights flashing though and it also does not appear to move the loitering crowd away as the times I have driven or walked past after dark, there are ussually 6 to 10 people hangin out in the area around the fountain. Figure cold weather will do a better job of moving people away than will the lights and music.
