The owners of the buildings at the far end of South Illinois do not seem to realize their property is less than desirable now. Three quarters of the retail space in the Evolve property have sat empty since the apartment complex opened and most other locations at that end have not had a tenant in over a year.
A lot of the property around Evolve - and downtown C'ale in general is owned by the same company - and that company is involved in legal situation which likely won't end until 2022. Yes, there are 'For Rent' signs in the windows but they are not really true because the owners will only do month to month leasing as they can not do a long term lease until he bank situation is cleared up.
