I thought the City council had changed the ordinance targeting protestors who were speaking out in opposition to the reproductive care/abortion clinics in town but apparently not, or at least not enough to satisfy the protestors and the ACLU. Just stop it. Treat them like anyone else. They cannot go onto private property without permission and if they cause a disturbance, arrest them
