Along with the mask madate, the city council also approved an ordinance establishing a downtown entertainmnet district. The ordincance waives the beer garden license fee, lowered the legal entry age to 18 for class B license holders, allows public consumption of alcohol from 5 p.m. to 2 am Monday through Thursday and noon to 2 a.m. Friday through Sunday. Also relaxes the noise restrictions for the district, whcih consists, as far as I can tell, South Illinois Ave but not sure from where to where is not clear. I would assume from East Grand to East Oak as that would go past Keeper's Quarters on the south end and Hollwood Lounge and Longbranch on the North end but have an email into the city to find out specifics.
