Residential TIF District

The city is hosting a discussion  next Wednesday regarding expanding the city's TIF District #2 into residential neighborhoods. Seems a bit of a stretch to me as the purpose of TIF Districts is to made blighted areas more desirable, with, according to my reading, a focus on business and industrial areas, not residential, although I guess the "restoring historic properties" aspect would fall within their purpose.
